Module 3: How to Identify Critical Areas, Soils & Environmental Site Constraints
Will Environmental Rules or Slope Hazards Impact Your Build?
The Pacific Northwest is known for its lush tree canopies, hillsides, and coastal topography. While these natural features make for beautiful properties, they also mean local municipalities heavily regulate Environmentally Critical Areas (ECAs).
Building near a steep slope, wetland, stream, or protected tree canopy doesn't necessarily mean your property is unbuildable—but it does dictate where your DADU can sit and whether site-specific engineering or environmental reviews will be required prior to permitting.
Follow these three steps to evaluate your parcel's critical areas and soil conditions.
Step 1: Check for Steep Slopes & Geologically Hazardous Zones
In wet Pacific Northwest climates, land stability is a top priority for local building departments.

Identify Slope Angles: Municipalities classify slopes greater than 15% to 40% grade as geologically hazardous or steep slope critical areas.
Apply Buffer Limits: Most cities require a mandatory 15-foot to 50-foot buffer zone from the top or toe of a steep slope where no standard building foundations can be placed without special geotechnical approval.
Check Local GIS Layers: Turn on the "Critical Areas" or "ECA" overlay in your county parcel viewer (King County iMap, Seattle Services Portal, etc.) to see if slide hazard, erosion hazard, or steep slope tags exist on your property.
Step 2: Map Wetlands, Streams, and Shoreline Buffers
Water features require strict protection to prevent flooding, erosion, and habitat destruction.
Streams & Seasonal Swales: Even small, seasonal streams or drainage swales across a back yard often carry mandatory 25-foot to 100-foot native vegetation buffers.
Wetlands & High Water Tables: Low-lying yards with standing water or wetland vegetation require environmental delineation to establish non-buildable boundaries.
Shoreline Management Overlays: If your parcel sits within 200 feet of a Puget Sound shoreline, lake, or major river, additional Shoreline Master Program (SMP) permits will apply.
Step 3: Review Tree Protection Laws & Soil Engineering Triggers
Soil stability and mature trees directly impact foundation design and site preparation costs:

PNW Tree Protection Ordinances: Cities like Seattle, Bellevue, and Tacoma enforce strict tree canopy retention rules. "Exceptional Trees" or tree groves may require a surrounding Root Protection Zone (RPZ) where no slab or excavation can occur.
Soil Conditions & Foundations: Soft fill dirt, dense glacial till, or high water tables mean standard foundation details may need adjustment.
Site-Specific Engineering ($3,000–$8,000): If your site has slope hazards, soft soils, or unique wind/seismic requirements, site-specific structural engineering calculations and engineer stamps will be required for your permit application.
